From the U.S. Geological Survey (USGS):
USGS scientists made a provisional measurement of 4.9 million gallons per second on the Mississippi River in St. Louis, MO, on 01/03/2016.
Based on the math, that means it would take about 3 minutes to fill the Super Dome at that flow rate.
