From USFWS National Wildlife Refuge System:
No, those are not swans huddling together. They’re ice formations at South Dakota’s Waubay National Wildlife Refuge (http://go.usa.gov/fxNR). The refuge is in the Prairie Pothole Region, where glaciers gouged out millions of basins that filled with water as the massive ice sheets retreated about 12,000 years ago.
