FBI Columbia Participates in Active Shooter Conference

David A. Thomas, Special Agent in Charge of the FBI in Columbia, South Carolina, advises on April 22-24, 2013, the Columbia Division of the FBI, in partnership with the Department of Homeland Security and the South Carolina State Law Enforcement Division, held a three-day conference at the South Carolina Criminal Justice Hall of Fame to discuss the ever-growing problem of active shooter mass killing situations.
“Sadly, no community is immune today from the impact of these events. When a shooting occurs, it is most often the officer from a small- or medium-sized department who is the first on the scene. Though these incidents are almost always state and local crimes, the FBI has played a role in supporting virtually every significant incident which as occurred in recent years.”
The conference was a great opportunity to share best practices and lesson learned from departments previously affected, as well as to discuss proven methods to help prevent incidents before they occur. It provided a proactive way for the FBI to engage with state and local partners to ensure that the law enforcement community is prepared to take collective action should a mass-causality crisis arise.
Topics covered included: who is an active shooter and pre-incident behavioral indicators; dealing with the 24/7 social-media savvy national news; supporting victims, including families and the officers involved; crisis management; evidence collection; use of IEDs by active shooters; and various training opportunities available to state and local law enforcement by the Department of Justice (DOJ).
